Probably, Cortlandt Starnes thought it improper to act as a referee for his own nephew when applying for a post with the same organisation. Nepotism in the police is always a danger!

"Cortlandt" suggests the family may have come from Alsace; disputed territory between France and Germany, especially during the Franco-Prussian war.

There is a genetic element to psychopathy, but it leads to a risk rather than an inevitability of psychopathic behaviour. In boys, everything depends on how stable their family life is between ages 8-12 (some say 9-11) and the presence of a loving and stable male role model in their life. So, a psychopathic father increases the risk of a psychopathic son both genetically and behaviourally.
