So it's very likey that they actually instigated the attack in order to justify going into Gaza. Netanyahu also needed a distraction to save his political career since his Corruption trial was beginning. The IDF, knowing that Hamas didn't have the ability or resources to kill very many Israelis, called for the Hannibal option to be executed. This sends in the IDF to kill anyone and everyone in the area, Hamas or Israeli. Most of the Israelis who died that day were killed by the IDF.
